IDE, Test Environments, and Fresh Code

My idea for the hackathon requires a test environment that might involve some setup time. With the "fresh code" rule in mind, is it ok to setup and configure IDE and test environments prior to start?

    Absolutely, we would encourage you to have everything (IDE, environments, etc.) set up and running before the event. You could even build a proof of concept prior, and then during the event write your fresh code.

    Some teams we have seen at past hackathons will have everything setup on GitHub and the team clone a fork/branch and then do their duty to bring the project alive.
